I am just not going to start next year in PS which would have been 2nd & 3rd grade. I know the law states I do not need to report anything. However-since I was in this school and they are no doubt expecting me back should I give them a letter of intent so I am not considered truant for any reason or am I good? Also, for these young grades do I need a copy of their records for any reason or can I just use report cards for any possible future questions? Thank you.

You do not need to give them a letter of intent.

It is wise to notify them, however, that you are withdrawing them from school.

Yes, you should request their records, not because you might need them, but because they are yours.

I don't know what "possible future questions" would look like.

Homeschooling is legal in all 50 states. IL is one of the "green" states, where homeschooling is unregulated because of a court case. You don't need to be fearful (taking care of things like withdrawing your children from school is smart, not fearful).
