anyone hs spec needs in iowa?

Hi all,
We may be moving to Iowa but I am concerned after ckg hslda site that it may be a problem It says to hs spec needs you need special approval from state ed ofc. Has anyone dealt with this? We will be choosing either IA or Mo, which seems more hs friendly. This is something I would like to know BEFORE choosing. probably DEs Moines or Webster City area.
Any input would be great. Also, there don't seem to be many hs support groups there. Our daughter is 13.
