Have you tried providing him with his own "school" books/activities? If he can only get them out during school time, then he won't wear out their novelty (hopefully!!) My little ones have loved it when they could do their own "school work". Also, sometimes, the little ones just need our attention! :) I know it can be hard to split our time, but the toddler years are some very important years for training  I know for me, it has been too easy to give too much of my attention to the older ones and their school work, and not give my little ones enough time :( Maybe this is not you, but I know it is something I always need to be reminded of  .

I let my 2 yo son play with playdough while we sit at the table. he sits on my lap and the boys come to me with questions and to show me what they have done. maybe that would help
we also do most of the work while he is sleeping

I have a 2 year old and we made her a pencil box of her own crayons and her own school books (Alphabet and number coloring books). So if she wants to be at the table during school time she has to work on her "school" work.

We try to do 99% of our school when she is sleeping.
