Can I have my school pay for a teacher for home schooling?

My son is in the 4th grade this year and I am seriously thinking of having him home schooled. There are a few reasons why. First, he states that it is too loud in school for him to concentrate and focus. Second, he was just diagnosed with anxiety disorder on top of his PDD-NOS and this is causing issues at school (behaviorly). He reads at a 1.5 grade level and is in 4th grade.
He has told me his teachers basically give him the answers on tests. How is this helping him? I feel like the school has not done him justice and the whole "No child left behind" is just hurting him in his education.

We send him to private tutors right now and he seems to do better 1:1. Can we pursue this with the school?
