How close are you to the nearest college? They'll probably have a library with all sorts of books that you can read on-site, and certainly a bookstore where you can buy, use, and sell back textbooks. This is probably the cheapest option if you're fairly close and can't afford textbooks of your own. Short of that, there are also various online bookstores which let you buy and sell back textbooks, such as MBS Direct, and your local library may let you special request textbooks. You'll just have to ask and find out.

As for studying for the ACT / SAT / etc., you can find lots of resources for this online, either free or quite cheap. For instance:

You might also consider just springing for a test prep book (maybe Barron's). Your ACT/SAT score is one of the most important factors in getting into a good college with a decent scholarship, and if you intend to invest any money at all in your education, this is a good place to start.
