Questions about NY State IHIP

Hi there.
I'm brand new to Homeschooling this year and brand new to NY also.
I sent back my IHIP certified mail and made sure they received it, however for some reason they got it almost a week after it was mailed which made it later than the 30 days, I read somewhere that it's not a big deal as long as they get it in an acceptable time frame.
But, my main question is, They received it on August 29th. Tomorrow will be 10 business days since they have received it and I read they are required to respond within 10 days.
Is this normal? I've already started our school year this past Monday. I'm going with the NY School district calendar.
Anyway, should I be concerned or should I make a phone call or just go about my homeschooling and not worry about it.
I live in Bedford Stuyvesant so I'm not sure if this is a lax district or ??

Government bureaucracy, probably. Give them a call and see if you can find out what's going on, but I wouldn't be overly worried about it. You can demonstrate good faith and it's their problem if they don't get back to you on schedule.
